Method
 

  1. Preheat the oven to 350°F and prepare a 12-cup muffin pan with paper liners.
  2. Beat the softened butter, sugar, and vanilla extract together until light and fluffy, then mix in the egg and canola oil.
  3. Whisk the flour, salt, and baking powder together in a separate bowl until evenly combined.
  4. Slowly add the dry mixture and milk to the butter mixture, alternating between them until the batter is just combined. Avoid overmixing.
  5. Gently fold the crushed Oreos and mini chocolate chips into the cupcake batter until evenly distributed.
  6. Divide the batter between the cupcake liners, filling each about three-quarters full.
  7. Bake the cupcakes for 21–23 minutes until a toothpick inserted in the center comes out clean or with a few moist crumbs. Allow them to cool completely before decorating.
  8. Beat the softened butter and vanilla extract until creamy, then gradually add powdered sugar and heavy cream until the frosting reaches a smooth piping consistency.
  9. Blend in the blue gel food coloring a little at a time until the frosting reaches the desired Cookie Monster shade.
  10. Pipe or spread the blue frosting onto the cooled cupcakes using a piping bag with a star tip or your preferred method.
  11. Place two edible eyes and half of a mini chocolate chip cookie onto each cupcake to create the Cookie Monster design.
