Preheat oven to 350°F (175°C). Line baking sheets with parchment paper.
Beat eggs, brown sugar, and white sugar until well combined (2 mins).
Add vanilla, peanut butter, and butter. Mix until creamy.
Whisk together oats, flour, baking soda, and salt.
Gradually mix dry ingredients into wet mixture.
Fold in chocolate chips and regular M&Ms.
Scoop 3-tablespoon portions onto baking sheets.
Top with mini M&Ms.
Bake 12-14 minutes until edges are lightly golden.
Cool 5 minutes on sheet, then transfer to rack.
